How can I deal with a dog that keeps attacking my dog?

Hi everyone, my baby's name is Bandit he is a chi-poo. There is a Rottweiler-mix about 5 houses down and is owned by an elderly person in a wheele chair. She cannot control her dog, he has attacked my dog twice now in MY yard. My dog is always tied or on a leash when outside the house. This other dog romes the neighberhood at will and has been seen killing other small animals in the past, my neighbors have told me that they keep calling animal control but nothing gets done and that they have witness this dog drag his owner out of her wheele chair going for another dog! This lady has even tried to stop him with a chock colar but the dog only shakes off the feeling and keeps going. This last attack on my dog I saw the dog comming in time to pick my dog up from the ground but the other dog attacked anyway. I frear for my dog and that one day that dog will kill my baby. The owner of the other dog said he is her only comanion and she will not get rid of it, that she tries to keep him indoors but he keeps escaping. The dog pound told me that all they can do is pick up the dog when it's loose and fine the owner, but they keep paying the fines and taking him back home. Besides keeping my dog inside the house or in the back yard by himself at all times and having to drive him away from my house just to walk him and give him some excercise is ridiculous. There has to be something I can do about this. My latest attempt of has been contacting the dispute resolutions office at city hall and they told me that they will send the dog owners a letter of complaint. WOW hopefully that will stop the attacks??? Any suggestions please.
