I'm going to try and keep this short cuz it's a long story. I can give more details if anyone is interested...
I live in a town home, with a close knit neighborhood and mostly great neighbors. I noticed a couple of months ago that one of my neighbors was throwing food out in his yard. Things like chicken bones, pizza, lettuce, corn, potatoes, sub sandwiches, etc. Some of it was thrown in the bushes of what is considered the 'community area' some of it was just hanging out in the grass next to his patio. I didn't say anything at first until my dog started realizing that this was a great place to steal a snack, but that aside it really is a health hazard.
Finally one day I asked him to stop doing it. He refused. I said okay and wrote a letter to the HOA and the city. Since then he has continued to throw food out, called me names, threatened my dog's life, and spread dog poop on my door step. Each time I have made a compliant with the HOA or the police. Although he has no dog, he keeps a full bowl of dog food outside his house, and yesterday I got home to find a can of tuna fish laced with rat poison in his yard. I am at the end of my rope. The police won't do anything because he has not actually committed a crime. Although he is a renter, the HOA just keeps sending him and the home owner letters asking him to stop. Does anyone have recommendations on how to deal with a crazy person who is trying to attract wild and domesticated animals to his home in order to hurt them?
