That's considered neglect in a way . Leaving your dogs tied up all day is un-exceptable . I think you should report them . No matter how good of friends they are to you

my neighboors and good friends always keep there beagle chained up in the backyard ALL DAY...i dont think its fair, he is on a short chain and never taken for walks he does however have a doghouse but thats no excuse. the only time they bring him in is at night and he is locked up in a small crate...
