I recently attempted to volunteer at my local animal shelter. Because I am on a fixed income and unable to afford health insurance, I was rejected.
Is this common among shelters or an isolated incident.

To be honest, this is the first I have heard of this but each shelter has their own rules, regulations and governing entities. Check out the link below for other shelters in your area that may not have the same requirement.
