The best thing to do would be to check the requirements for the shelter in your area. Many are bound by age restrictions. Here is a link that may help in identifying a shelter in your area.

Well first and foremost it needs to be made clear to the kids that most shelters require volunteers to be atleast 16 and many require them to have adult supervision at that age.. There are alot of other ways they can help though, alot of shelters have wish lists.. They need so much to be able to take care of the animals day to day.. The kids can aquire that wish list and collect donations from people as in towels,blankets, canned and dry food for the dogs/cats. cleaning supplies, toys for the animals, pillows, kitty litter, newspaper, q-tips, peroxide, rubbing alcohol.. The list of things the shelters needs is endless... So if they arent old enough to volunteer at the shelter directly, they will still be doing a big job that needs to be filled...
