here in tennesse where i live,a large german sheperd dog is with a man in one of those rolling chiars,the poor dog is just tired out u can see its hurt and needs rest, he takes it out with him in the rain and the dog is huge,but bonny,i have told the dog catcher about it, but he still has the dog,

Often people see things that involve people not providing the kind of care we would provide... but the actions may not be violating any laws so animal control or law enforcement may be unable to respond. Sometimes it can be helpful to try to educate the person about the animal's needs and perhaps enlist the aid of other humane groups or rescue organizations in the area.

i live in the moutains where people drop off their dogs i am so sick and tired of seeing them, my boyfriedn is afraid of me stopping and getting them i have 6 dogs and one kitten pluse some other kittens out side someone dropped of,, we are feeding the country it seems like, it gets real exspencive of the money. we have called the dog catcher and told them abut the animals we saved a germasn shepard from the icey cold,
