You may have to ask your vet to speak with your parents regarding your desire to have the dogs in the house. If the vet can't convince your parents that the dogs are suffering outside, you probably can't change their minds. You may have to wait till you have a home of your own to treat your dogs the way you want to.
The great thing about nature is that each animal has evolevd to be as smart as they need to be for their environment. If you are measuring dog's intelligence using a human measure of intelligence they rank about the same as a 2-3 year old child. However, they have many more capacities that human beings that help them survive like a better sense of direction, better sense of smell etc. Human's have bred dogs to be responsive to our training so enjoy developing your dog's ability to listen to you.
