Cigarettes in the U.S. carry lots of additional taxes. These taxes are used offset increased health care costs. Could we pass legislation to put a steep tax on puppy stores? This tax would be distributed to the shelters and breed rescue groups that have to deal with the problem of pet overpopulation later.

It would be difficult to gain passage of such laws. There have been attempts in the past. Pennsylvania does have a state dog license program with the fees going directly to a fund to provide animal control and to fund the inspection and regulation of large dog breeders and puppy mills. I think it could be a model for other states.
