Who inspects the puppy mills?

I was just wondering who really inspects these puppy mills and allows this horror to go on? Are these people paid off not to report any wrong-doing? Shouldn't an organization that is truly dedicated to the wellfare of animals do the inspections? It just doesnt make any sense to me. How could this go on? And how is the governement not stopping it?

Inspectors from the U S Department of Agriculture inspect these kennels. Unfortunately this is a low priority to them and they attempt to "educate" instead of "prosecuting" the operators. Their regulations are extremely lax and in no way ensure humane treatment to the dogs living in these establishments.

In the state of TN, the Humane Society, SPCA can investigate complaints on puppy mills. We done just this back on July 15th, 2007, (these same people had been busted in 2004 in another county). The puppy millers Vet and the Attorney General have been long time friends and to make a long story short, all 127 dogs/puppies were returned to the mill. Not one piece of evidence, pictures, video's, vet reports, etc. were ever shown to the Judge in that county. This deal was struck in the A.G.'s office with the PM's Vet, the defendants attorney. This is such an in depth case it's way to long to put on here, but we do have pictures and video's taken by BestFriends from Kanub Utah who came to help us with this case. Everyone in West TN was horrified that the dogs were returned to these conditions. In fact the Judge only knew of 10 dogs, he had no idea there were another 117! I know this because I asked him. He knew nothing of this case except what the Attorney General chose to tell him, which was nothing! I truly wish I could find someone to help us help these dogs, that could go above the Attorney General's office. The puppy millers, Bud and MaryJo Fair and one of their daughters, Karen Dixon have now set up more puppy mills in KY, MO and AR. This is the 2nd time they have gotten away with this and these poor dogs are still living in deplorable conditions. I have proof of that! So where do you go to when the Judicial System in that county is so corrupt? And I use that word strongly and with proof of that also? Not a day goes by that I don't think of those dogs/puppies suffering stuffed back into the woods where no one can see them and they see no human's except the ones that "love them so much"!
