Do your best to keep "clean" in the legal sense, but good idea to continue to file complaints with the county police as you have done, which documents your situation in the future. Get a notebook and keep a log, you may need it someday. It might also be worthwhile to spend some time researching online the state regs on the issues you mention, and you can then submit a complaint to the police which they would be required to investigate as a "matter of public duty" to enforce state laws. Surely there are state laws regarding harrassment, "surveilance", invasion of privacy, etc., which you can correctly assert is the duty of police to investigate, whether they want to or not. Someone videotaping you in your own yard is clearly violating the law, whether the police think it is worth acting on or not. If you feel the police are "harrassing" you in retaliation, (or are acting on behalf of someone with "connections" in the community), then if your complaints are documented, you could write to the state attorney general and ask for intervention. You are correct in that Texas is not a good state for animal welfare, but there are general statutes on the books, which you can utilize, and you can get most of that information online. You may need legal advice... but I wonder, when you are up against a bully, (and this neighbor sounds like a real jerk and a nut), sometimes I wonder if he needs some of his own medicine, namely, reporting HIS actions. Escalating this so that the parties involved know that you are contacting your states attorney, perhaps that would leverage your position? Good luck.
Donna, I am not active in this community and do not post to discussions. But I am confused as to why you cannot ask the police to intervene, when I am reading that your neighbor is on your property (your porch, banging on the door), and filming your daughter and such... this clearly sounds like a police matter. It is the purvey of the police to make it clear to this man that he is harrassing you, and that if he continues, you will seek legal redress.
