It doesn't sound like a "winter" problem, but perhaps the heat in your apartment in bothering her. I would suggest a trip to your favorite vet at BMAH for a check up. Certain conditions can cause itchy skin or excessive grooming.
I just googled "New York State dog laws" and got a bunch of references. Clearly, your internet savvy and this would be the best way to find those resources. You can also call your local "town hall" and ask for guidance.
As long as the snow isn't tainted with waste or dirt, chemicals, it's okay for dogs to eat (some) snow. Too much can cause a problem. My own old golden mix LOVES to eat and mouth around in the snow!

i am hoping you can help me. My kitty was just diagnosed with cancer. I found 2 small bumps near her nipple and the vet removed them. I am in a tough place right now. I need some advice. She is acting normal and doesn't seem to be in pain. she is still a fat cat and eats no problem. My problem is the vet said he can go in if it hasn't spread and take out breast tissue to see if that will stop the spreading. Is this a cruel process? one side of me says to go get this done, the other side is saying to just let her live the comfortable life she is living and when she starts to show signs of uncomfort let her go. I love her so much and can't imagine being without her but I don't want to be selfish. The money is not an issue, i just want her to live comfortably and I am afraid if i have this done, she will be miserable for months and then possibly die anyway so why not let her live to the fullest now.
