that's so wrong, nobody would like to get treated like that. If dogs ruled the world, they wouldn't do anything like that to us. They're too loyal and caring.
I would definately report this. These dogs are obviously getting beated up and that's no way for a dog to live. It really does need to get reported. It's cruel!!!
