Jus because your landlord is neglecting her animals doesn't mean other responsible pet owners should be punished. We have 13 cats all of which are healthy and fixed. Talk to your landlord about getting the cats spayed/neutered and finding new homes…
i agree w/ lily. that many cats there is no way your landlord can't properly take care of them all. especially if there is cat poop everywhere and they have fleas. it's considered neglect.

I think that one 4 or 5 cats should be allowed in one person household. The reason why I said this is because my landlord has 28 cats living with her and can't clean up after these cats. And plus non of these cats have flea collar with make's it bad…
