darby, you generally cannot volunteer at a shelter if you are below 18 years old, this is generally because of insurance regulations. I can also tell you that, there are many large animals that would be difficult for you to handle safely at a shelter. You can still make a difference though, perhaps by organizing or participating in a fund raiser, or, by fostering sick animals or ones that are not yet ready for adoption (underage kittens or puppies, etc.). Your parents would have to sign on as the foster guardians (the "adults"), but you would be there to help. You can build a "work history" or "resume" for yourself this way.
