which vet did you use? there are only three vets in that city that you should go to and two of them are at one clinic. You should get a blood test to see if he has PBFD and a blood pannel to make sure he is healthy

It's perfectly normal when they're resting or acting calm. Typically birds will alternate feet and pull the other foot up into their body (hidden by the feathers).

I wouldn't take any chances if the turtle is that severly injured. Google free vets in your area so you may have the turtle properly looked at. :-) Hope this advice helps! Good luck!
Ok I did a little more research on it and it is a box turtle. Thanks for all your help i will take it to the vet ASAP.
