Typically, a cat's natural inclincation when it's scared is to hide under things. In an earthquake (as with flooding) this can prove to be fatal. Ensuring that any thing your cat may have available to hide under has multiple ways in and out from underneath it is one way. Not storing lots of items under your bed where your cat may hide can lessen the number of things that may trap your cat in the event of an earthquake or flood. Keeping under dressers, beds, ect. free from stroage and debris allows your cat multiple escape routes from that hiding spot should one route become blocked.
