I believe MSN's are both enforceable and practical, if written in ways that protect and promote the cause of true breed fanciers. Legitimate breeders are not the problem. Backyard breeders, puppy/kitten millers, and people who permit intact animals to roam freely are the problem. At a first glance, it would seem that the answer is an unequivocal yes. After all, "no-kill" shelters either don't euthanize their animals at all, or only when the suffering is so great that it would be inhumane to leave the animal alive. There is a flip side to the coin, though, and I think all sides need to be considered carefully. According to some estimates, as many as 9 million animals might be euthanized in shelters each year. The animal welfare group, The American Humane Association, based on a study of 1,000 shelters in 1997, estimated that half of all dogs entering shelters and close to three quarters of cats are euthanized. I was recently asked by someone why my Weimaraner (rescued from the streets of suburban Houston) is neutered, saying that it was "mean" and implying he was no longer a real male. Said uninformed person has one family member whose dog and cats have litters all over the neighborhood, eventually ending up at the pound.
