Mo, Sam, and Matilda, all cats, were adoptions. Gracen, our love bird, was a purchase from a Birds only establishment, that only deals with home breeders.
Noelle, and Hannah, are Shih Tzu babies!!!

Matilda doesn't like Noelle. Sam runs if he hears a spray bottle. Mo hates the day light and will not go out on the patio in the back unless it is dark out. Very strange!!!

At just 3 pounds and only two months old....Hannah scratches at the back door to go out and do her business. Gosh, Noelle, could learn a thing or two from Hannah!!!

Moving her pad to the backdoor is a great idea! It will give you a heads up for when she has to go, then just bypass the pad and take her out. When you are home have this be the only one down, so she HAS to go to that one.
Just watch her water intake, usually it's 20-30 min after they have eaten or drank that they have to go.
(Another tip for Shih tzus, I use a water bottle with mine, it saves the mess and discoloring on their faces. If interested let me know and I will tell you how to make a stand for one.)
I don't know what her normal treat volume is,if she gets quite a few then cut back some, just keep the the "high value" treat strictly for potty training. And if you already don't do this, have her work for her treats, even if it is just a simple sit. This way they learn that you are in charge and that she has to "please" you to be rewarded. A pack order truly does exsist w/ dogs.
Definitely remove the rug, unfortunately w/ using the pads many dogs think that is okay to "go" on anything on the floor.(rugs,clothes,etc)
Shih tzus are known for being very cat like in their personalities. So this is not unusal that you have noticed cat like behaviors.
And again when you are away from home confine her to a small area, dogs are den animals and 9 times out of 10 will not soil where they sleep. I still crate Rosie when she will be alone for more then 2 hrs. Since she had her puppies she has reverted to 6 month old behaviors, it is back to basics with her.
Any rooms that have doors keep them closed if possible,that way she can not sneak off to do her buisness.
Don't give up! You will get there. It's really a matter of consistancy, and get the whole household involved. Come up w/ your plan of attack so to speak and get everyone to agree to follow it for 2 wks and I bet you will be amazed on her improvement if not total success!

Sorry for being so long winded, should have emailed you instead. But once I get on a roll, I tend to go on forever. I hope I have been of some help. Good Luck!
First is there any way to block her access to the diningroom? I would block that, clean the rug w/ either vinegar and water, or since I know this product Nature's Miracle, which has an enzyme that removes all traces of "accidents" .Regular cleaning products do not remove all odors. Leave her potty pad in the usual spot when you are home. When you are not home, you are going to have to confine her. Either w/ a crate or since this is not an option go back to the back the pen. At 11 months (general rule of thumb is an hr per month of age once they r grown and developed) so pen her either on a cleanable surface w/out a puppy pad, and see what she does or you can leave one for her. I think you had said the pen you have is 3x3, this should be small enough that she should hold it, most dogs instinct is not to go where they sleep and eat. However, you know her and if you feel she, needs a pad go ahead and put one in w/ her. I know Tucker will hold it until he busts, but Rosie can be unreliable sometimes. So go on your gut instinct as far as her personality goes. This is for when you are at work. Now when you are home all pads are up, start by taking her out every 45 min to an hr. I know this seems excessive, but it works, I have 3 12 wk old puppies that are 80% trained the other 20% is me at work and the kids not paying attention to them, but they have a pad near the backdoor that they use. Anyway start w/ that schedule, get a high value treat, hotdog, cheese, or there's a product called Natural Balance that dogs seem to absolutely love, use whatever works for her. When you take her out don't play with her, talk to her or anything, but using your "key" words go potty, do your business whatever u want to use. If hangs around you jumps on you or anything to get your attention turn your back and tell her "Go Potty" as soon as she goes give her the treat. Make a huge deal of her. The treats I suggested are very easily broken into tiny pieces, so you do not have to worry about overfeeding her. With my experience before you know it she will begging to out even if she does not really have to go. Once you get a system down you can start backing off the treats and more on the praise. I would definitely go back to using the pen when you are at work. If she is sneaking off to go in the house, get an 8 ft leash and attach her to you. That way she cannot, and you will start to know the signs when she has to go. Do not worry none of this has to go on forever. I bet in 2 wks you should be well on your way. Consistency and structure are key. Another thing you can do is walk her before you go to work (I know in the perfect world right?) They cannot "hold it" when walking and burns off some energy for the day while you are away. Alternatively, if you have a fenced yard or safe area, take her out to play ball or something that she likes. However, if this is her potty area only play after she has done her business.

You have no idea. I have a video of my husband asleep with the dogs and cats piled on the bed with him. He would kill me if I posted that on here but I think it is adorable.

I am a shetie fanantic; right now I only have 1; his name is Harley. I had to put my beloved 2 other shelties to sleep this yr.
