If you live in the same jurisdiction as this guy, call the police to file a report of animal cruelty. If not, use the above link to find the appropriate authorities for the area this guy lives in. Send a polite, brief but detailed email detailing the abuse to the sherriff, the police chief, the dept. of agriculture, etc. - whoever is appropriate to the case. Include the link to the video. Then follow up the email with a phone call. Don't stop until they do something. It's up to you.
As far as this forum removing it or reporting it, we're just regular people, just like you. The ASPCA doesn't monitor this board and even if they did they couldn't do anything unless the guy was in NYC, as their law enforcement powers are only applicable in the city. Even then, you would have to call the police to file a complaint.
